Elita majątkowa Warszawy lat siedemdziesiątych XX wieku

Abstract

Na podstawie źródeł administracyjnych z poboru jednorazowego podatku majątkowego w 1974 r. zidentyfi kowano najbogatszych mieszkańców Warszawy. Wartość ich majątków była mniejsza niż w wypadku elit II i III Rzeczypospolitej, jednakże również w Polsce Ludowej można było zgromadzić majątek imponującej wartości, przekraczającej trzydziestokrotność rocznych zarobków pracownika zarabiającego przeciętne wynagrodzenie. Cechą wspólną większości najbogatszych podatników jest miejsce zamieszkania – Stary Żoliborz i jego okolice oraz przynależność do inteligencji. Wśród najbogatszych szczególnie silna jest reprezentacja ludzi kultury oraz nauki. Stratyfi kacja majątkowa społeczeństwa w dobie realnego socjalizmu była zasadniczo odmienna niż w gospodarce rynkowej.

In 1974, a one-off wealth tax was enacted to be levied on taxpayers whose wealth exceeded 800,000 zloty. The tax imposition was a response by the People’s Republic of Poland authorities to the noticeable rise in the wealth of the wealthiest individuals. This increase in wealth was controversial due to its compatibility with the principles of the economy and socialist statehood. The tax was introduced primarily for redistributive purposes; its fi scal signifi cance proved negligible. The article uses archival documentation on the collection of the tax in Warsaw, in particular a list of the wealthiest taxpayers, which was used to identify who belonged to the group of the most affl uent Warsaw inhabitants. The listprepared by the Warsaw authorities includes 44 taxpayers whose tax payable amount exceeds 100,000 zlotys. The value of their assets ranges between 1.2 and 2.2 million zlotys. Most of Warsaw’s wealthiest inhabitants resided in the Stary Żoliborz district and its immediate surroundings. The concentration of the richest Varsovians in Stary Żoliborz was due to the elite status of this district, with its numerous, still pre-war villa buildings. Most of the wealthiest taxpayers were members of the intelligentsia. People of culture and science are particularly strongly represented in the list. Only one can be qualifi ed as belonging to the state-party elite. The representation of blue-collar workers is also limited to only one person.
